This head was the focus of my entire senior project. The original intention was to make a full costume, but due to time constraints I was only able to get the foamwork done. Regardless, I'm still quite pleased with it!
Here are some steps from start to finish for the foamwork.
Big thanks for this tutorial for kickstarting my project;

This was the starting place for my fursuit head. I started with a balaclava and made a helmet out of the foam. I forgot to take a picture of this step, but I was also able to glue on elastic and a jaw to the base so I could try for a moving jaw. It wasn't the most sensitive, but I can still open my maw.
On the bottom panel, this was the template I made for the muzzle(? do sharks have muzzles?). From there on I could use an electric knife to cut and carve the foam into the shape I liked.

All I did at this point, essentially, was carve and add... carve and add... wash, rinse, and repeat. The method is the same for all the pieces on the head, but I used the different shapes to define the head and make it more shark-like. I was sure to try it on every now and then to see how it well it fit. Surprisingly enough, it's rather comfortable.
At this point, I can cover the head in tape and make a pattern to sew on the fur. I was unable to get to this point at the creation of this site, but you can see how the process works on this tutorial.

The eyes for the suit were made out of some cheap plastic bowls I found at the dollar store. The white plastic was thin enough to be cut with my scissors, which was perfect for this purpose. The colored part of the eyes were made of bukram fabric colored with some markers. The vision is pretty good! The top pair of eyes are for my shark costume and the bottom pair were remade eyes for my penguin costume.
